As a sign of the committee’s view of the depth and richness of this year’s submissions, we are also awarding an honorable mention to Vanessa Martin’s The Qajar Pact: Bargaining, Protest and the State in 19th-Century Persia. Martin’s book offers new analysis of the ways in which consensus was garnered through consultation and bargaining between the state and society. By drawing on and introducing a rich range of archival material and local histories Martin sheds new light on the role of women, the lower classes, popular culture, and the provinces in the quest for social justice in the pre-Constitutional era.
